1. Proposed rule changes: kicker system and rig tensioner system
Two technical proposals were raised at the RS700 Class Association Annual General Meeting held at HISC on 25 Aug 16:
One. The first proposal is to allow the option for sailors to increase the velocity ratio of the kicker from the standard 16:1 to a 24:1 system. This is to be achieved by replacing the current double block on the cascade with a triple block, and replacing the current single block at the rear of the mast step with a double block.
The aim of this increased purchase on the kicker is not to increase the amount of kicker applied during sailing, but to make it easier to apply tension and more controlled when easing.
Health warning: applying too much kicker tension could damage the boat.
Two. The second proposal is to allow the option for sailors to increase the velocity ratio of the forestay rig tensioner from the standard 6:1 to a maximum of 12:1. The chosen rig tensioner arrangement must fit within the existing rig tensioner cover and fit to a standard length forestay.
The aim of this increased purchase on the rig tensioner is to make it easier to apply rig tension prior to sailing, not to apply more tension. The recommended rig tension is 220kg measured on the shroud. The rig tension is not to be adjusted whilst racing.

Both proposals have been raised with Alex Newton-Southon who is the licence holder, designer and boat manufacturer.
Alex fully supports the RS700 Class Association putting both proposals to the vote of RS700 International and UK Class Association Members.
In order to implement both rule changes amendments have to be made to the RS700 rules.
This requires a majority vote of the relevant members of the Class Association who return written replies within one month of the circulation of the proposed rule change.
The proposed rule change is being circulated today Tuesday 6 December 2016. The closing date for your written reply is therefore Tuesday 3 January 2017. An email response counts as a written reply.
